A wicked person who goes unpunished is like a becon to the world that you don't have to follow the rules because nothing bad will ever happen to you anyway. Consequences are meaningless if they are never actioned, and people are conditioned by action, which is why the longer times passes without the proper response to bad behaviour, the less impact it leaves on the wicked. Throughout our life we are likely to make mistakes and with those mistakes will come a negative response that teachers us to change our pathway so that we can avoid the uncomfortable feelings that will come when we make bad choices. If we don't experience bad times because of our bad choices, then we will never feel the need to change our tact. Punishment is as necessary as reward, but rewarding bad behaviour will only ever increase bad behaviour. Eventually, those who follow the rules who believe it is the only way of being rewarded will see the light and play the same game that the wicked have been playing from the beginning. We all have our limits, and if those who believe in rules give up on following them, then order will only fall apart. So if we expect order for all, then it's time to punish the wicked so that we can bring back the order that we all need in our life.
